TSA is pleased to present the most recent Biennial National Strategy for Transportation Security (NSTS), a forward-looking, risk-based strategy designed to protect the Nation’s transportation systems from attack or disruption by terrorists or other hostile forces over the period spanning years 2023 to 2027. The NSTS aims to provide a whole-of-government approach for transportation security from a counterterrorism and cybersecurity perspective. This strategy consists of a Base Plan and Modal Security Plans for the aviation, maritime, surface, and intermodal modes.
